Homemade Block Chocolate recipe?

Maybe I should specify which kind of chocolate I wanted, Block chocolate like a Hershey's bar. Im looking for the recipe or portions of items to make homemade chocolate. I know that its Cocoa powder, sugar and milk. But what are the portions used in making this. Seems like its a big secret on the internet. lol
