People answer my question please, I mean HELP!!?

Ok so I have to write a letter to CA governer The Terminator! LOL. So in the letter I'm supposed to talk about the prison overcrowding and give Arnold ideas/advice on what to do about it(overcrowding). Can u guys please give me some ideas what I should say in the letter and how I should start it? Thanxxx
